Description

The United States Navy is conducting market research to assess industry interest and capability to support future requirements for the Cooperative Engagement Capability (CEC) program. The CEC system is a sensor netting system that improves battlespace awareness by distributing sensor-derived information. The contemplated effort covers CEC system production and repair requirements from FY 2029 through FY 2034. Key aspects of the work include manufacture, assembly, repair, testing, installation, and checkout of CEC systems and sub-systems, as well as ancillary engineering support. Respondents must demonstrate technical expertise and production capability to deliver fully tested equipment on time. • Production and repair of CEC systems and sub-systems • Ancillary engineering support • Managing design and production aspects of a hardware production program • Providing systems engineering • Conducting formal design and test reviews • Implementing and maintaining a Configuration Management program • Managing Government Furnished Material/Property • Implementing and maintaining a Reliability, Maintainability, and Quality Assurance program

Budget estimate

$50,000,000 – $500,000,000

Given the complexity and the scope of the CEC system production and repair, including the requirement for a "Build to Print" and "Build to Specification" approach, the potential budget could be substantial. The fact that the contract covers requirements from FY 2029 through FY 2034 suggests a long-term commitment. The production of systems, sub-systems, and components, along with the engineering support and testing, could involve significant funding. However, without specific details on the quantities of systems to be produced or repaired, or the exact nature of the engineering support, it's challenging to estimate the budget range accurately. Considering the involvement of the United States Navy and the potential for the contract to support not just the Navy but also the Marine Corps and possibly foreign military sales, the budget could potentially be in the tens to hundreds of millions of dollars over the contract period. Factors influencing the budget could include the number of systems and sub-systems produced, the complexity of the engineering support required, and the cost of materials and labor.
