Description

The State of Maine seeks a qualified contractor to provide comprehensive fire‑extinguisher and kitchen‑hood suppression services for the Maine Army National Guard (MEARNG) facilities statewide. The contractor will be responsible for routine inspections, annual testing, hydrostatic testing, refilling/recharging, replacement of non‑compliant units, and ongoing maintenance of both portable extinguishers and fixed suppression systems, while supplying loaner units as needed. The effort covers roughly 765 extinguishers across ~46 buildings, with a service period beginning 1 Oct 2026 and ending 30 Sept 2027, with up to four one‑year renewal options. • Perform NFPA‑compliant annual inspection, testing, and maintenance of all listed portable extinguishers (ABC, BC, CO₂, Halotron, etc.). • Conduct semi‑annual inspections and servicing of kitchen‑hood suppression (wet‑chemical and dry‑chemical) systems, including fusible‑link checks and hydrostatic tests. • Provide loaner extinguishers, issue service tags/collars, and submit detailed service records with each invoice; coordinate all visits through the designated program administrators. • Maintain an up‑to‑date inventory list, replace condemned units only after departmental approval, and comply with all safety, labeling, and reporting requirements. • Schedule service visits during normal business hours with two‑day advance notice and adhere to the bid schedule (questions due 12 June 2026, proposals due 24 June 2026).

Budget estimate

$100,000 – $300,000

Based on the inventory of ~765 extinguishers and the need for annual inspection, hydrostatic testing, refilling, replacement parts, loaner units, and semi‑annual hood‑system servicing, a typical industry rate ranges from $100‑$250 per unit per year. That yields an estimated contract value between $75,000 and $190,000 for the base year. Adding travel, reporting, and contingency costs pushes the likely range to roughly $100,000‑$300,000 for the initial 12‑month period. Renewals could increase the total over the potential five‑year horizon.
