NDHP Handgun Platform

The North Dakota Highway Patrol is soliciting proposals for the provision of handguns and optics for the NDHP's handgun platform. The goal is to award contractor(s) for the provision of these components meeting the requirements in the Statement of Work to fully equip the NDHP with 200 handguns and 200 optics delivered by July 31, 2026. The requirements include a 9mm caliber handgun with specific features, an optic component, and related deliverables such as literature, samples, training, and warranty. The evaluation criteria and award process are discussed in Section 5 of the RFP. Key considerations include the handgun component determining all other components, compatibility amongst all NDHP troopers, and the evaluation and testing involved in this RFP process. Some key points to consider are: • The contract resulting from this solicitation is a cooperative purchasing contract. • The estimated budget for completion of this project is approximately $200,000.00. • Proposals priced at more than $400,000.00 will be rejected. • The contractor is responsible for identifying and complying with all state and federal requirements. • The contractor must provide a dedicated representative to provide support and contact information. • The contractor must provide manufacturer's warranty with detailed information and any extended warranty options with pricing. • The contractor must provide information regarding manufacturer's suggested cleaning materials, maintenance intervals, necessary tools for maintenance, and various grip options. • The contractor must deliver five handguns by March 1, 2026, and 195 handguns by July 31, 2026. • The optic component must be a closed emitter handgun optic, battery operated, and brightness adjustable. • The contractor must provide one-time training in Bismarck, ND for approximately nineteen STATE weapons instructors and six STATE armorers. • The contractor must provide one manual per handgun and six sets of service and parts books. • The contractor must provide provision of manufacturer's warranty with detailed information and any extended warranty options with pricing.
