Description

Headquarters Supreme Allied Commander Transformation (HQ SACT) seeks a qualified U.S. prime contractor (and subcontractors) to provide end‑to‑end support for the Quantum Zero Beacon Project (QZBP), a one‑year pilot that will demonstrate and validate quantum‑resilient communications between NATO HQ in Brussels and SHAPE in Mons. The effort includes rapid delivery of a limited‑scale quantum‑safe cryptography solution, extensive program and stakeholder management, risk and requirements analysis, integration, testing, cyber‑security assessments, security accreditation, performance and migration evaluations, and the production of roadmaps, policy recommendations, and lessons‑learned documentation to guide NATO’s broader transition to post‑quantum cryptography by 2030. The contract will be awarded via a sealed‑bidding procedure and performed primarily at NATO sites in Belgium and the Netherlands, with potential work at the contractor’s U.S. facility.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract value. Based on the scope—high‑skill quantum‑safe cryptography development, extensive program management, multiple European sites, and a 12‑month duration—similar NATO or DoD quantum‑technology contracts have ranged from a few million to low‑double‑digit millions of dollars. Assuming a mid‑size prime contractor with several subcontractors, a reasonable estimate is between $5 million and $15 million, depending on the final team size, labor rates, and travel/overhead costs.
