Description

The City of Huntington Beach is seeking a qualified contractor to fully abandon an existing 6‑inch private water well on Old Pirate Drive, including removal of the pump, pressure‑grouting the well to within 5 ft of the surface, capping the top, removing a 2,000‑gallon water tank and its concrete pad, and removing the associated power‑drop pole. The contractor must secure and pay for the required well‑abandonment permit from the Orange County Health Care Agency, provide all necessary site cleanup and disposal, and submit as‑built drawings. The work must be completed within ten working days after the Notice to Proceed, with a strict 10 % bid bond, performance and payment bonds, and liquidated damages of $1,000 per day for delays. • Remove pump, pressure‑grout well, cap top, and remove tank, pad, and pole. • Secure OCHCA well‑abandonment permit and comply with all regulations. • Provide site cleanup, disposal, as‑built documentation, and meet all safety, environmental, and insurance requirements.

Budget estimate

$25,000 – $35,000

The engineer’s estimate for the project is $30,000. Accounting for typical contractor mark‑ups, risk premiums, and the requirement for bonds and insurance, a reasonable expectation is a net award range of roughly $25,000 to $35,000. Factors influencing the range include the contractor’s ability to secure the required permit, the cost of disposing of the tank and debris, and potential liquidated‑damage exposure if the ten‑day schedule is not met.
