Low Barrier Shelter Operator

The City of Tulsa seeks a qualified 501(c)(3) nonprofit to operate a 24‑hour, non‑congregate low‑barrier shelter serving 50‑75 households, providing intensive on‑site case management, medical respite services, meals, and security, with a goal of housing all participants within 120 days. The operator must secure a suitable facility, meet all zoning and insurance requirements, manage an annual budget of roughly $1.5‑2 M (reimbursed through federal funds), and submit a detailed program, budget, and fundraising plan. Evaluation will be based on narrative, organizational background, management plan, budget, fundraising, and performance metrics.
