Certified Lead Inspection Services

The Rhode Island Housing and Mortgage Finance Corporation (RIHousing) is seeking a qualified firm to provide Certified Lead Inspection Services under its LeadSafe Homes Program. The vendor must perform a full suite of lead‑related inspections—including Certified Environmental Lead Inspections (CELI), limited hazard confirmations, lead‑risk assessments (LIRA), soil & water sampling, and post‑remediation clearance—across single‑family, multi‑family, and multi‑use properties throughout Rhode Island. Services must comply with RI Department of Health regulations, include rapid lab coordination, and deliver multiple reports (visual, interim, comprehensive, clearance) within strict business‑day timelines. The contract will be awarded to a firm that meets certification, experience, insurance, and minority‑/women‑owned business criteria and agrees to the prescribed fee schedule. • Perform comprehensive, limited, downgrade, and clearance lead inspections, using X‑ray fluorescence on all walls and collecting required dust, soil, and water samples. • Submit detailed reports (visual, interim, comprehensive, clearance) within 5‑10 business days after lab results, and issue Lead‑Safe/Lead‑Free certificates within 24 hours of result receipt. • Maintain required certifications (RI DOH Certified Environmental Lead Inspector, EPA Lead Risk Assessor), carry $1 M professional liability insurance, and provide documented security & data‑protection practices.
