Description

The Alabama Port Authority is seeking a qualified contractor to perform a large‑scale marine dredging project at its Lower Harbor in Mobile, Alabama. The contractor must dredge approximately 235,000 cubic yards of material to a guaranteed depth of –50 ft (‑54 ft allowable) and transport the material by barge to the Mobile Ocean Dredge Material Disposal Site (ODMDS) located about 35 nm south. The work must be executed within a tight 60‑day window after receipt of the Notice to Proceed, with a minimum production rate of 12,000 CY per day, and must comply with extensive environmental, safety, and survey requirements. • Dredge to –50 ft (‑54 ft max) at ≥12,000 CY/day; material barged to ODMDS (≥330 ft inside boundary, depth ≥‑30 ft MLLW). • Provide high‑frequency multibeam surveys before, during, and after dredging; maintain 10‑ft buffer from submerged aquatic vegetation. • Implement an Environmental Protection Plan covering turbidity, protected species (sea turtles, manatees, etc.), waste handling, noise, and historic resources; daily operation reports required. • Supply performance and payment bonds equal to 100 % of contract price; maintain required insurance (CGL $3 M, BOA $1 M, P&I $2 M). • Complete the entire scope within 60 calendar days after NTP; liquidated damages apply per day for late completion.

Budget estimate

$5,000,000 – $12,000,000

Based on industry benchmarks, marine dredging contracts typically range from $25‑$55 per cubic yard depending on site conditions, mobilization, and disposal fees. Using the estimated 235,000 CY gives a rough contract value of $5.9 M to $13 M. Accounting for the optional 63,000 CY additive for Dock 3 and potential standby fees, a realistic earnings range is $5 M – $12 M.
