Description
The Naval Sea Systems Command is seeking information from industry regarding the production of AN/SPY-6(V) radar systems. The AN/SPY-6(V) is a family of radars that provide air and missile defense, air traffic control, and other capabilities for the US Navy. The Government is considering a multi-award indefinite delivery indefinite quantity (IDIQ) contract to procure and support AN/SPY-6(V) radars. The contract may include "build-to-print" production, technology refresh, obsolescence resolution, and additional development support. The Government is interested in procuring SPY-6 radar line replaceable units (LRUs) from offerors with experience developing and manufacturing complex radar systems. The Government is also seeking feedback on its contracting strategy and potential breakouts of radar subsystems. Some key points about the project include:
* The AN/SPY-6(V) radar systems are built upon common hardware line replaceable units (LRUs) using modular, open system principles.
* The Government is considering capturing potential FMS quantities in FY27-FY30 options on this future contract action.
* The Government is interested in procuring SPY-6 radar LRUs from offerors that have past experience developing and manufacturing complex radar systems or subsystems.
* The Government contemplates acquisition via separate delivery/task orders within the IDIQ for production, including Digital Receiver/Exciter (DREX) LRUs, Transmit/Receive Integrated Microwave Module (TRIMM) LRUs, Prime Power Equipment (PPE) subsystems, and Production Integrator.
* The Government is seeking feedback on its proposed contracting strategy, including the potential for a multi-award IDIQ contract and breakouts of radar subsystems.
* The Government is also seeking information on the offeror's experience with non-hermetic Monolithic Microwave Integrated Circuit (MMIC) processing and assembly, as well as their ability to procure additional parts on a Provisioned Items Order (PIO) for use as spares.
* The Government is interested in the offeror's recommendations for production lead times to delivery of a system or subsystem(s) to a shipyard or land-based facility for each of the SPY-6 variants.
* The Government is seeking information on the offeror's ability to support hardware production and quality assessments, including the support equipment and/or test assets that would be utilized.
Some of the key benefits of this project include:
* The opportunity to work on a high-profile project with the US Navy
* The potential for long-term contract awards and revenue streams
* The chance to work with advanced radar technology and contribute to the development of the AN/SPY-6(V) system
* The opportunity to collaborate with other industry partners and contribute to the development of the US Navy's air and missile defense capabilities.
However, there are also some challenges and risks associated with this project, including:
* The complexity of the AN/SPY-6(V) system and the need for advanced technical expertise
* The potential for delays or changes in the project schedule
* The need to comply with strict security and export control regulations
* The potential for competition from other industry partners and the need to differentiate oneself through high-quality proposals and performance.
Overall, this project presents a significant opportunity for industry partners to contribute to the development of the AN/SPY-6(V) system and support the US Navy's air and missile defense capabilities.
