Description
The Department of War’s Drone OTA Consortium is seeking white‑paper proposals for a complete Brigade‑level Uncrewed Aircraft System (UAS) that can be rapidly prototyped, flight‑demonstrated, and potentially transitioned to production. Only current consortium members may submit, and proposals are limited to five pages. The solicitation emphasizes full‑system solutions (aircraft, payload, ground control, datalink, training) and requires separate cost breakdowns for M‑CODE and Mode 5. Evaluation follows a strict gate‑keeper process; any “NO‑GO” on eligibility, formatting, or required content disqualifies the submission. The award ceiling per prototype is up to $100 million, with a Phase I deadline of 7 Oct 2026 and a flight‑demo window in late October‑November 2026.
• Eligibility restricted to approved members of the DoW Drone OTA Consortium (Pool 1, 2, or 3).
• Mandatory deliverables: technical concept, production/readiness plan, demonstration history, and ROM cost estimate (CONUS & OCONUS through FY 28).
• Strict compliance required: SAM/UEI registration, DD Form 2345, NIST SP 800‑171, ITAR/EAR, and CUI protection.
• Submission must be emailed to [email protected] with the solicitation number in the subject line; the white‑paper cannot exceed five pages (cover page excluded).
