The United States Air Force is issuing an RFI to gather information from qualified vendors capable of providing engineering, acquisition, and sustainment services for modern hardware‑plus‑software solutions that download and decompress data from USAF aircraft flight recorders. The effort includes developing capabilities for both intact flight‑recorders and bench‑level extracted Circuit Card Assemblies across a variety of solid‑state architectures, ensuring compatibility with OEM transcription tools, and supporting long‑term sustainment in air‑gapped environments.
• Scope: Design, develop, and maintain flight‑recorder download hardware and software (Linux/Windows).
• Target platforms: Full‑up recorders and extracted CCA flash memory (NOR/NAND, CSMU, etc.).
• Required expertise: Raw flash extraction, OEM interface experience (GE, L3Harris, Honeywell, etc.), data integrity, bit‑exact decompression, and secure licensing/data‑rights handling.
• Sustainment: Obsolescence management, remote/onsite support, training delivery (virtual, onsite, train‑the‑trainer).
• Deliverables: Engineering designs, software drivers, documentation, support plans, and licensing models suitable for an air‑gapped, secure environment.
