Description:
The County of Kenosha is seeking a technical owner's representative to oversee the design, procurement, and construction of a public safety radio simulcast communications tower expansion. The project aims to improve radio coverage for law enforcement and fire protection/EMS agencies in the county. The selected consultant will be responsible for ensuring that the design, construction, and system activation are completed in accordance with county expectations, industry standards, and public safety performance requirements. Key responsibilities include program oversight, design review, procurement phase oversight, construction monitoring, and owner representation. • The consultant will review design submissions and provide written comments at each milestone. • The consultant will attend bid openings, perform technical evaluations of bids, and provide recommendations for award. • The consultant will provide on-site or virtual progress meetings with the county, designer, and contractor. • The consultant will review and confirm contractor submittals, shop drawings, RFIs, change orders, and pay applications for technical accuracy and contract compliance. • The consultant will perform periodic construction site observation visits to verify compliance with plans/specifications. • The consultant will document field conditions, non-conforming work, deficiencies, and corrective actions required. • The consultant will support the county in managing critical path items, schedule impacts, and contractor performance documentation. • The consultant will monitor system activation, testing, optimization, and commissioning to validate performance against design intent. • The consultant will confirm system acceptance testing meets operational objectives for coverage, paging reliability, and ECC reception.
