Description

The Colville Indian Housing Authority seeks a qualified contractor to remove and properly dispose of asbestos‑containing flooring and underlayment from a single‑family home (Unit 1124, Lone Pine, Omak, WA). The work includes complete demolition of approximately 1,459 sq ft of ACM flooring, removal of associated fasteners, safe packaging and transport to an approved disposal facility, post‑removal cleaning, clearance air‑sampling, and submission of all required documentation (EPA, OSHA, Tribal TERO, waste manifests, etc.). The contractor must hold all applicable certifications, provide a Certified Asbestos Supervisor on‑site daily, comply with EPA AHERA, NESHAPS, OSHA, and Davis‑Bacon prevailing‑wage rules, and coordinate with tribal employment‑rights requirements. The project must be completed within 21 consecutive days after award, with waste‑manifest submission within five working days and clearance results within two working days. • Remove all ACM flooring, underlayment, and fasteners down to the sub‑floor (≈ 1,459 sq ft). • Package, transport, and document disposal of ACM material per tribal and EPA regulations. • Perform post‑removal cleaning, air‑sampling clearance, and provide all required reports (EPA, OSHA, waste manifests, etc.). • Maintain a Certified Asbestos Supervisor on‑site daily and submit weekly payroll reports for Davis‑Bacon compliance.

Budget estimate

$15,000 – $30,000

Based on typical asbestos‑abatement pricing in the Pacific Northwest ($8‑$15 per square foot for removal plus disposal fees), the 1,459 sq ft job would likely range from roughly $12,000 to $22,000 for labor and removal. Adding waste‑manifest handling, disposal fees, and required documentation (typically $2,000‑$5,000), the total contract value is estimated between $15,000 and $30,000. This range reflects variability in disposal site fees, travel costs to Okanogan County, and any premium for rapid 21‑day execution.
