Cost Allocation Plan

The Office of Financial Management is seeking proposals from firms to prepare, submit, and negotiate for federal approval of the annual State of Washington Statewide Central Services Cost Allocation Plan (SWCAP). The selected contractor will provide services and staff to assemble necessary financial and narrative information, process allocations, and submit the final proposed plan to the agency for review and approval. The contractor will also work with the federal cost negotiator and the agency to resolve any questions or corrections pertaining to the proposed plan. Key aspects of the project include: * Technical review and recommendation of the most recent Washington SWCAP * Collection of data from the state's agency financial reporting system and individual central internal service activities * Preparation of the plan document, including necessary allocations and required information * Federal negotiations to resolve any questions or corrections * Potential extra services, such as additional related work The agency intends to award one contract for a period of five years, with the option to extend for four additional one-year periods.
