Solicitation for Audit Services

The City of Seaside, Oregon, is seeking proposals from qualified independent Certified Public Accounting (CPA) firms to provide municipal auditing services. The selected firm will perform annual audits for the City and potentially the Sunset Empire Park and Recreation District for a three-year period, with optional extensions. The scope of services includes auditing financial statements, expressing an opinion on the financial statements, performing Single Audit (if applicable), evaluating internal controls and compliance, and preparing or assisting with preparation of financial statements. The selected firm must be licensed to practice in Oregon, comply with all applicable federal, state, and local laws, and maintain required insurance. The City and District reserve the right to reject any or all proposals, waive minor informalities, and cancel or modify the solicitation. • The City operates under a Council-Manager form of government and provides a full range of municipal services. • The City has an annual budget of approximately $35-40 million and approximately 100-125 employees. • The Sunset Empire Park and Recreation District provides parks, recreation, and community programming services and has an annual budget of approximately $4 million. • The selected firm must have experience auditing Oregon municipal governments and must comply with all applicable accounting standards and laws. • The City and District are seeking a firm that can provide high-quality auditing services and meet the needs of both entities.
