Bus Shelter Franchise Agreement

The District Department of Transportation (DDOT) is seeking a qualified franchisee to operate commercial advertising on up to 1,500 bus shelters throughout Washington, D.C., and to design, install, operate, and maintain those shelters over a ten‑year term. The franchisee will be responsible for shelter design concepts, construction, ongoing maintenance, inventory management, and integration of a real‑time information/complaint database with DDOT’s CityWorks system. A guaranteed annual minimum (GAM) of $3 million is required, with additional revenue‑sharing based on advertising performance, and the franchisee holds a right‑of‑first‑refusal on any future interactive smart kiosks. • Design, construct, and maintain up to 1,500 bus shelters (≥ 90 % commercial, ≤ 10 % non‑commercial). • Provide advertising sales, revenue‑sharing, and meet strict advertising size and placement rules. • Deliver quarterly inventory reports, maintain a spare‑parts stock of ≥ 10 % of long‑lead items, and integrate an IMCDS with DDOT’s CityWorks API. • Meet performance service levels (e.g., hazardous damage repaired within 24 hrs, destroyed shelters replaced within 15 days). • Submit a detailed technical and financial proposal by the September 8 2026 deadline.
