Research and Studies for the Office of Net Assessment

The Office of Net Assessment (ONA) is seeking proposals for research and studies on various topics related to national security and military capabilities. The areas of interest include future naval warfare, proliferated world, future space warfare, sustaining current areas of U.S. advantage, history, precision strike, economics, wargames, information dimension of warfare, machine intelligence, biotechnology, and the United States as a competitor. Proposals should address one or more of these areas and provide a detailed description of the technical approach, deliverables, and qualifications of the investigators. The period of performance for the awards typically ranges from one to five years, and the government may award contracts, grants, cooperative agreements, or other transaction agreements. • The proposal submission schedule includes multiple deadlines from 2023 to 2028. • Proposals must be submitted via email to [email protected]. • The Technical Proposal should not exceed 30 pages and must include a detailed description of the technical approach, deliverables, and qualifications of the investigators. • The Price Proposal should include a detailed breakdown of all costs by cost category and calendar/fiscal year.
