Page | 1NOTICE OF INTENTTO RELEASE A REQUEST FOR PROPOSALFORPERFORMANCE OF EXPERT PROFESSIONAL ENGINEERING DESIGN, CONSTRUCTION, COST AND PROJECT SUPPORT, ENGINEERING MANAGEMENT AND RELATED TECHNICAL SERVICES FOR THE MIDTOWN BUS TERMINAL REPLACEMENT PROGRAM FOR FEDERALLY FUNDED PROJECTS ON AN “AS-NEEDED” BASIS DURING A FIVE-YEAR TERMDated: September 3, 2026The Port Authority of New York and New Jersey (the “Authority” or “Port Authority”) is intending to release a Request for Proposal (RFP) on or about October 2026, for Expert Professional engineering design, construction, cost and project support, engineering management, and related technical services for the Midtown Bus Terminal Replacement program for federally funded projects on an “As-Needed” basis during a five-year term. This notice is being issued solely for informational and planning purposes and does not constitute a solicitation.SUMMARY:The following information provides background information for the intended RFP as well as a high-level view of the expected Scope of Services.BackgroundThe Midtown Bus Terminal opened in 1950. The first major expansion began in 1960 and completed in 1963. By 1966, the bus terminal was operating beyond capacity. More than 2.5 million buses and nearly 69 million passengers used the facility that year, and more than 650,000 cars used the public parking area. In 1970, the Port Authority devised an innovative plan to increase capacity of the bus network that had great impact and is still successful today. The bus terminal serves an estimated 260,000 passenger trips on a busy weekday, which comprises approximately 23 percent of trans-Hudson trips entering or exiting the Manhattan central business district..The Port Authority has begun building a new Midtown Bus Terminal that will replace the existing 75-year-old, functionally obsolete bus terminal with a world-class facility.The Board authorized Phase I constructing an interim bus terminal (IBT) and permanent ramps on a site directly west of the existing terminal. New temporary ramps for traffic into the existing terminal will also be constructed to maintain operations during the Phase 1 construction. In addition, the Board approved Phase 2 planning and preliminary design for the Permanent Terminal.Page | 2Anticipated FundingThis Contract is anticipated to be funded in whole or in part by a loan under the United StatedDepartment of Transportation (USDOT) Transportation Infrastructure Finance and InnovationAct (TIFIA) program. Additionally, the Port Authority may pursue federal grants from one ormore federal agencies, such as the Federal Transit Administration (FTA).Scope of ServicesThe Port Authority of New York and New Jersey will be seeking an experienced firm(“consultant”) with demonstrated experience and technical capabilities providing engineeringarchitecture/design, quality assurance, construction inspections, materials engineering, landsurveying, cost estimating, project scheduling, virtual design, program management, engineeringmanagement, and other related technical services, for the Midtown Bus Terminal Replacementprogram. The services may include but are not limited to providing design and constructionservices to ensure conformance to project specifications, applicable codes, regulations, andenvironmental compliance, perform land surveying, quality assurance inspections, compliancecode audits, review cost estimates, project schedules, and virtual design BIM, and provideextensive maintenance of traffic.The Consultant will be a source of assistance to the Authority’s Engineering Department which,may include, but not limited to, performing multi-discipline independent reviews and assessmentsof designs, construction conformance reviews, materials quality assurance inspections, codecompliance audits, construction inspection compliance, land surveying, obtaining various supportstaff, and/or perform other related general and technical services, on an “as-needed” task orderbasis for federally funded projects and in coordination with other on-going design and constructionprojects affected by, or impacting, the Midtown Bus Terminal Replacement Program.The Consultant shall be responsible for all staff, design disciplines, and sub-consultants retainedto perform any of the above scope of services and shall be responsible in coordinating all serviceswith the Engineering department as well as other consultants and contractors, as appropriate, andas required by the Authority.The Port Authority will not address questions regarding this Notice of Intent nor the intendedrelease of said Request for Proposal, until the RFP is officially released.The Port Authority at its sole discretion may at any time withdraw or cancel this Notice of Intentand/or the intended release of the RFP.This Notice of Intent is no assurance that a Proposer(s) will be selected for performance of thesubject RFP and/or Scope of Services.Proposers will be provided with further details regarding the RFP solicitation including but notlimited to, how to propose, proposal due date, pre-proposal meeting, etc., upon release of theRequest for Proposal.
