TOS No. 104 - Imperial Highway Green Infrastructure Project

The City of Los Angeles is issuing a Task Order Solicitation to retain a qualified engineering consulting team to provide full‑service design and engineering for the Imperial Highway Green Infrastructure Project. The effort will transform a 1.7‑mile median corridor into a multi‑benefit green corridor that combines stormwater management, active transportation, community safety, and urban greening. The consultant will be responsible for planning, detailed design, construction‑phase support, operations & maintenance planning, and post‑construction monitoring of bioswales, infiltration drywells, street trees, and associated roadway improvements. The project is funded through a combination of Safe Clean Water Program grants and leveraged contributions from the City, LAWA, and the City of El Segundo, with a total construction cost of roughly $11.6 M and an anticipated design‑phase budget of about $3.5 M. • Scope includes planning, environmental permitting, detailed civil and landscape design, and construction‑administration services. • Deliverables: design drawings, specifications, construction‑management (CM) documents, O&M plan, monitoring plan, and sustainability reporting (Envision framework). • Key elements: 2,000 sf of bioswales, four infiltration drywells, 30 street trees, median reconstruction, curb replacement, safety signage, and bike‑lane enhancements. • Schedule: Planning begins July 2023, design completed by FY 2024, construction through FY 2027, O&M and monitoring through FY 2028. • Funding: $5.232 M SCWP grant, $1.916 M City services, $4 M LAWA, $0.5 M El Segundo, plus leveraged funds. • Required experience: prior work on stormwater green infrastructure, low‑impact development, public‑sector design contracts, and coordination with multiple agencies.
