Medicaid/Medicare Provider Consultant Services

The County seeks a qualified consulting firm to guide Santa Fe County through the entire process of becoming a Medicaid and Medicare service provider. The consultant will deliver a phased, 12‑month implementation covering governance, EHR strategy, clinical supervision design, Medicaid enrollment, and 1115 waiver compliance. The work includes project management, policy development, staffing models, EHR configuration, billing workflow creation, and support for certification audits. • Provide project governance, work‑plan development, and milestone tracking. • Assess, select, and configure an Electronic Health Record system compliant with Medicaid requirements, including template and billing workflow design. • Develop clinical supervision structures, job descriptions, and “Treat First” implementation tools. • Guide the County through Medicaid provider enrollment (BHA 432) and CCSS certification, preparing all documentation and audit readiness. • Align County services with the 1115 Justice‑Involved Waiver, delivering compliance matrices and re‑entry service models.
