CMAR for Copeland Basin Complex Expansion

The Coconino County Flood Control District is seeking a qualified Construction Manager‑at‑Risk (CMAR) to lead post‑wildfire flood‑mitigation work on U.S. 89 in the Copeland Detention Basin Complex. The scope includes expanding five existing detention basins into four larger basins, excavating ~350,000 cy of material, constructing concrete flood‑control structures, pipe outlet banks, rip‑rap, access roads, guardrails, fencing and hydroseeding. The contractor will coordinate with engineering firms (Ardurra Engineering, Civiltec, JE Fuller), handle value engineering, cost estimating, and manage a compressed construction season from November 2026 through June 2027, with substantial completion by 30 June 2027.
