Fiber Optic Inventory Project

The City of Tulsa is seeking a qualified professional services firm to conduct a comprehensive inventory of its municipal fiber‑optic network, validate and update GIS data, perform selective OTDR testing, and load the results into the Lucity asset‑management system. The effort includes field verification of aerial and underground assets, creation of updated splice diagrams, and delivery of GIS‑ready spatial data and detailed reporting. • Perform on‑site surveys of ~1.12 million ft of fiber (aerial + underground), verifying poles, hand‑holes, manholes, splice points, and core routes. • Update GIS layers, splice drawings, strand‑assignment tables, and load all data into Lucity (version 25.3.0.9547). • Conduct OTDR testing on ~25 % of strands meeting attenuation limits (0.4 dB/km @ 1310 nm; 0.3 dB/km @ 1550 nm) and provide test reports. • Deliver final deliverables: updated GIS shapefiles/file‑geodatabase, PDF/Visio splice diagrams, Excel/CSV inventories, discrepancy & risk report, remediation recommendations, and a maintenance/labeling plan.
