Description

The City of Tulsa is seeking vendors to supply and deliver traffic‑signal detection systems—including video, radar, combined video/radar, and single‑point solutions—compatible with Econolite Centracs ATMS and Cobalt controller software. The solicitation is an Invitation for Bid (IFB) with a base contract term of one year, renewable up to four additional one‑year terms (maximum five years) and optional 90‑day extensions. Bidders must submit sealed physical bids by 5 PM CST on 19 Nov 2025, and may be awarded individual line items or whole sections. All equipment must be new, IP‑addressable, and capable of using BPL or Cat‑5e/6 Ethernet; items over 500 lb must be unloaded by the seller. Delivery is FOB‑destination to the City’s Traffic Operations Division yards. The City requires a minimum one‑year warranty, $1 M general and automobile liability insurance, and two references. No pre‑bid conference is scheduled. • Scope: Provide complete detection systems (hardware, software, mounting, cabling) for 8‑phase, 4‑leg intersections; detect vehicles, bicycles, motorcycles, and preferably pedestrians. • Technical fit: Must interoperate with Econolite ATMS, be IP‑addressable, support BPL or Ethernet, and meet City of Tulsa Part 620/627 and ODOT standards. • Contract terms: 1‑year base, up to 5‑year total, net‑30 payment, optional 90‑day extensions, indemnification in favor of the City, and audit rights.

Budget estimate

$300,000 – $1,200,000

Based on the bid summary, individual vendor caps range from roughly $28 K to $1.12 M, and the City may award multiple sections to one or more vendors. A realistic award for a full‑scope provider could fall between $300 K and $1.2 M, depending on the mix of video, radar, and combo systems and any discounts applied. Factors influencing the budget include the final quantity awarded (the listed quantities are estimates only), the negotiated unit prices, and annual price‑adjustment clauses (3‑6%).
