Description

The University System of New Hampshire (USNH) is soliciting proposals for a comprehensive, enterprise‑wide video‑management solution that will replace its existing Kaltura environment and provide lecture‑capture, hosting, streaming, and integrated learning‑management system (LMS) functionality across all USNH campuses. The contract will be a three‑year SaaS agreement with two optional one‑year extensions, requiring the vendor to deliver the platform, handle migration of existing video assets, provide training for IT staff and end‑users, and ensure ongoing support, security, and compliance. Key deliverables include a fully operational system by May 2027, migration validation by April 2027, and continuous service‑level support throughout the contract term. • Core platform must support video ingestion, storage, adaptive streaming, captioning, AI‑driven transcription, searchable transcripts, and interactive learning tools. • Must integrate tightly with Canvas LMS and Microsoft 365 (Teams, Azure AD, SharePoint) and meet WCAG/Section 508 accessibility standards. • Vendor must supply migration services for up to 100,000 existing videos, provide training, 24×7 support, and comply with USNH data‑security, PCI‑DSS, FERPA, and other regulatory requirements.

Budget estimate

$1,500,000 – $6,000,000

No specific budget is disclosed. Based on comparable multi‑campus video‑management SaaS contracts, a three‑year agreement with migration, training, and support typically ranges from $1.5 million to $6 million total (approximately $500 k–$2 M per year). Factors influencing the estimate include the scale of video assets to be migrated (up to 100 k videos), required storage and streaming bandwidth, AI captioning services, and the level of support and SLA commitments.
