US Space Economy Study

The U.S. Space Economy Study seeks a small‑business firm to design, evaluate, and recommend a suite of quantitative metrics that will enable ongoing federal assessment of the commercial space ecosystem’s growth, health, competitiveness, resilience, and emerging challenges. The work is purely research‑ and analysis‑focused, requiring a project manager and lead economist, and will be delivered through structured reports, data tables, and a public‑release‑ready final document. The effort must be completed within 180 calendar days and includes optional follow‑on assessments in three thematic areas if exercised. • Develop an annotated bibliography of existing space‑economy metrics and identify gaps. • Propose and define new metrics to fill identified gaps, including data sources and methodology. • Evaluate all metrics against measurability, reliability, and trend‑insight criteria, and deliver a final recommended metric register and public report. • (Optional) Expand the metric framework to cover Supply‑Chain/Industrial Capacity, Innovation/Commercialization, and Ecosystem Resilience if option CLINs are exercised.
