Description
The U.S. Army Garrison – Hawaii is conducting market research (Sources Sought) to identify commercial entities capable of providing scalable, turn‑key portable power generation, fuel management, and maintenance support for a contingency troop‑staging operation in Hawaii. The effort must support an initial 2,000‑person (PAX) force with rapid surge capacity to 6,500 PAX across multiple Army installations, beginning at Schofield Barracks and extending to other sites such as Pohakuloa Training Area. Respondents are asked to detail capabilities, equipment inventories, logistics plans, maintenance service levels, fuel compatibility, and cost estimates across four acquisition courses of action (lease only, purchase only, lease + service, purchase + service).
• Identify existing portable generator fleets (kW/MW) on Oahu and Hawaii Island, and lead times for mobilization and commissioning.
• Provide trade‑off analysis of leasing versus outright purchase, considering tropical humidity, corrosion, and depot storage.
• Outline inter‑island logistics, maritime/airlift options, and access considerations for high‑altitude sites.
• Detail preventive maintenance schedules, on‑site emergency response SLAs, and spare‑parts inventory.
• Confirm fuel compatibility with military JP‑8/F‑24 and describe double‑walled fuel tank solutions.
• Propose staffing models integrating Army MOS 12P/91D with contractor Field Service Representatives.
• Submit rough order‑of‑magnitude (ROM) cost estimates for each COA for both baseline (2,000 PAX) and surge (6,500 PAX) scenarios.
