Psychological Evaluation Services for Child Welfare

The intent of this Request for Proposals (RFP) is to solicit qualified, licensed mental health professionals or agencies to provide comprehensive psychological evaluation services for children, youth, parents, and caregivers involved with the County’s Family and Children’s Services (FCS) program. The County seeks Contractors with demonstrated experience in child welfare, trauma‑informed practices, culturally responsive, and LGBTQ+ inclusive assessment to support case planning, safety assessment, court decision‑making, and permanency outcomes.Through this RFP, the County intends to establish a contract with one or more providers capable of delivering timely, high‑quality evaluation services including psychological evaluations, bonding/attachment assessments, clinical observations, and expert consultation in accordance with state regulations, professional standards, and court timelines. Contractors shall demonstrate competency in administering evidence‑based assessment tools, producing clear and defensible written reports, and providing expert testimony when required.The County further seeks providers able to evaluate clients in both English and Spanish and offer services in person, at community locations, or through secure telehealth modalities when appropriate. The overarching intent is to ensure that child welfare–involved families receive accurate, clinically sound assessments that meaningfully inform child safety decisions, treatment recommendations, and permanency planning.This RFP supports the County’s commitment to high‑quality, trauma‑responsive, culturally informed and LGBTQ+ inclusive psychological services that improve outcomes for children and families, promote safety and well‑being, and support the juvenile dependency court’s ability to make informed decisions.Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) complete copy on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP.
