Roots to Roofs Pilot Program: Verification Form for "Qualifying Community Development Organization" and "Equitable Development Use"

The City of Seattle is seeking qualifying community development organizations to participate in the Roots to Roofs Pilot Program. The program aims to provide alternative standards for developments that meet certain criteria, such as having at least 51% ownership interest by a qualifying community development organization. The verification form allows applicants to verify their status as a qualifying community development organization and, if applicable, verify that a proposed use constitutes an equitable development use. Key aspects of the program include: • Qualifying community development organizations must have a mission statement, charter, or other foundational document that demonstrates their purpose is the creation or preservation of affordable housing, affordable commercial space, affordable arts space, community gathering spaces, or equitable development uses. • Developments must be located on a site in which a qualifying community development organization has at least a 51% ownership interest. • The program includes equitable development uses, such as uses that are allowed outright in Neighborhood Residential zones and are exempt from the applicable floor area ratio (FAR) limit to a certain degree in Multifamily and Commercial zones. • Applicants must provide a short description of the proposed project and program, as well as evidence that the organization serves as the controlling general partner or managing member.
