The U.S. Army Reserve’s 88th Readiness Division seeks an Energy Service Company (ESCO) to develop and implement Energy Conservation Measures (ECMs) across eight facilities (~910,000 sq ft) in Minnesota and Wisconsin under a DOE Fourth‑Generation Energy Savings Performance Contract (ESPC) IDIQ. The selected ESCO will conduct a Preliminary Assessment, possibly an Investment‑Grade Audit, propose and install measures such as LED lighting, HVAC upgrades, insulation, renewable generation, battery storage, and water‑saving technologies, and will operate, maintain, and verify savings for the life of the contract.
