Addendum #2 for Fire Needs Assessment RFP-Questions and Answers

This solicitation seeks a qualified firm to conduct a comprehensive fire‑needs assessment for the “Wye” region of Missoula County, covering both the Missoula Rural Fire District and the Frenchtown Rural Fire District. The contractor will evaluate existing fire‑protection capacity, model future growth demand, forecast infrastructure and staffing needs, develop phased implementation and funding strategies, and propose a process for periodic reassessment. The work must be completed by the contract end date of 31 December 2027 (or earlier if feasible). • Review current fire‑service facilities, apparatus, and personnel serving the Wye TEDDs. • Model residential, commercial, and industrial development impacts and generate 20‑50‑year infrastructure forecasts. • Produce a phased implementation plan with funding recommendations (including TIF, grants, and other mechanisms). • Deliver a final needs‑assessment report, implementation schedule, and a reevaluation framework.
