Technical Data and Support Services

The U.S. Navy is conducting market research (RFI) to identify qualified vendors capable of providing comprehensive lifecycle support for technical data and related services for naval aviation weapons systems. The anticipated effort will be an IDIQ contract lasting roughly five years, requiring expertise in technical publication development, configuration management, secure data handling, cybersecurity (CMMC Level 2), and support at multiple Navy sites (Florida, California, Maryland, New Jersey). Vendors must be SAM‑registered under NAICS 541330 and able to staff Top‑Secret cleared personnel. Responses are due by 2 PM EST on 28 Sep 2026 and should include company information, size status, and a brief capability statement (≤ 5 pages). • Scope includes original research, writing, and publishing of technical manuals (S1000D, MIL‑STD‑3001, etc.). • Management of the Navy’s Common Source Data Base (CSDB) and digital viewers (NSIV, NATPMC). • Configuration status accounting, engineering change coordination, and cataloging (NSN, WUC). • Secure library, repository, and classified document control at government facilities. • IT support: web system development, database schema administration, server integration, and compliance with DoD security policies. • Technical Data Package (TDP) support, CAD standards compliance, PLM administration, and 3D PDF publishing. • Conversion and digitization of legacy data (OCR, SGML‑to‑XML, drawing digitization). • Travel, material, and emergent‑task pricing feedback for a future Firm‑Fixed‑Price (FFP) contract.
