Description

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for a statewide Master Agreement to provide Cable Television (CATV) System Infrastructure Services across a network of 30 correctional facilities. The contractor will be responsible for preventive maintenance, normal‑ and after‑hours repairs, emergency response, and any required confined‑space or ground‑vault work, as well as supplying parts, rentals, and design services. Rates are to be supplied on a per‑hour basis for each service category, with a $150,000 “Other” line per facility and a 25 % as‑needed allowance. The award will be based on total price and the percentage discount offered for early payment. • Services include routine upkeep, corrective repairs, emergency response, and specialized vault/confined‑space work. • Work must be performed at up to 30 CDCR prisons and related facilities statewide, requiring travel, per‑diem, and compliance with CDCR security protocols. • Bidders must attend the optional pre‑bid conference on 16 July 2026 (Microsoft Teams) and a mandatory walk‑through for any facility they wish to bid on (dates listed in Addendum 1). • Pricing must be fully inclusive (labor, materials, travel, permits, taxes, etc.) and include a minimum 1 % early‑payment discount (≥ $50).

Budget estimate

$5,000,000 – $10,000,000

The solicitation includes a $150,000 “Other” line for parts, rentals and design for each of the 30 facilities, totaling $4.5 million in fixed costs. Adding labor rates for preventive maintenance, repairs, emergency services, and the 25 % as‑needed allowance could easily double or triple that amount, yielding a contract value in the range of roughly $5 million to $10 million. The final budget will depend on the bidder’s hourly rates, but a reasonable ballpark for a full‑service contractor is between $5 M and $10 M over the life of the agreement.
