Notice of Intent to Sole Source

The U.S. Department of Agriculture (USDA) Forest Service (USFS) intends to issue a sole-source contract to Vence Corp for proprietary Virtual Fence (VF) base station towers. The equipment is required to establish invisible containment barriers for domestic livestock grazing, minimizing physical boundaries and improving native wildlife habitat. The contract will be for Vence Solar 24V US Base Stations to support the agency's Grazing Action Plan across western states. The key requirements include proprietary software lock-in, regional infrastructure continuity, avoidance of duplication of costs, zero cellular reliance, and data-cost shifting. • The contract is for a firm-fixed-price. • The procurement is for commercial products under FAR Subpart 12.2 and FAR 12.102. • The USFS requires virtual fence base station towers to establish invisible containment barriers for domestic livestock grazing. • The equipment must be compatible with the agency's existing regional Vence infrastructure network.
