NBIS Movable Bridge Inspection Projects – Structural Evaluation I‑3 Level A

This solicitation seeks qualified firms to perform National Bridge Inspection Standards (NBIS) movable‑bridge inspections (Structural Evaluation I‑3 Level A) for multiple state‑ and county‑owned bridges across New Jersey. The work includes routine, underwater, fracture‑critical, scour‑critical, and special/ interim inspections, data entry into the SNBI system, bridge rating, and delivery of detailed inspection reports. Firms must be pre‑qualified, submit extensive technical qualifications for project managers and key staff, provide required certifications (Business Registration, Iran/Russia prohibitions, Equal Pay Act), and upload a Project Preference Matrix. Two firms will be selected based on technical merit, with a fixed‑price contract to be negotiated after selection. • Scope: Perform NBIS‑compliant inspections on 6 Hunterdon, Middlesex, Monmouth, Passaic, Warren, and Sussex county bridges plus additional statewide movable bridges (total > 20 bridges). • Deliverables: Inspection reports, updated SNBI data within 3 months of each inspection, load‑rating calculations, and final hard‑copy/e‑delivery reports. • Requirements: NJ‑licensed PE (or equivalent) project manager, qualified key staff, recent NHI training, ASCE grades, and compliance with ownership‑disclosure and prohibited‑activity certifications.
