Request for Proposals (RFP) for Community Agency & Trusted Messenger Services

Washington County, MN is seeking qualified organizations to provide “Trusted Messenger” services that will build relationships with diverse cultural, demographic, and linguistic groups, develop and disseminate culturally‑responsive communications, and assist with community engagement and collaborative planning for county programs. The contract will start approximately January 1 2027 and run through December 31 2028, with the possibility of renewal up to five years based on performance and funding. Contractors must submit a concise proposal by October 23 2026 and may be required to attend a virtual Q&A on October 7 2026. The County may award multiple contracts to ensure coverage across its 423‑square‑mile jurisdiction. • Scope includes community outreach, focus groups, surveys, event support, messaging creation, translation/interpretation, and facilitation of workshops. • Deliverables are project‑specific work plans and invoices billed to individual county departments; payment within 30 days of invoice. • Required qualifications: existing connections with target communities, experience in public‑health or human‑services communications, and demonstrated person‑centered, culturally responsive practices. • Evaluation criteria weighted across understanding, community connections, qualifications, person‑centered approach, cost, and references (total 100 points). • Contracts may be awarded to more than one provider; selection expected by December 4 2026, with contracts executed January 2027.
