State Lobbying Services

The City of Charlotte seeks a qualified firm or individual to deliver comprehensive state lobbying services that advance the city’s legislative, regulatory, and funding priorities across a wide spectrum of areas. Selected partners will act on behalf of the City before North Carolina’s legislative and executive branches, providing strategic guidance, monitoring governmental activity, and advocacy. The engagement includes mandatory insurance coverage, a multi‑year contract term, and an estimated total contract value between $1‑1.5 million. • Scope: Lobbying on issues such as aviation, economic development, workforce development, environmental quality, transportation infrastructure, housing, public safety, public transportation, storm‑water, finance, procurement, telecommunications, water & sewer, and emerging City Council priorities. • Requirements: Maintain automobile ($1M), commercial liability ($1M), workers’ compensation ($100K), and errors & omissions ($3M) insurance. • Contract Terms: Initial two‑year term with up to two one‑year renewal options; total estimated value $1‑1.5 M.
