Description
The U.S. Department of Veterans Affairs is seeking qualified contractors to expand the Fort Bliss National Cemetery gravesite area and correct Facility Condition Assessment (FCA) deficiencies. The work includes extensive site grading, mass earth‑work, demolition of existing structures, installation of pre‑placed concrete crypt sections, utility upgrades (water, sewer, storm‑drain, electrical, communications, fire‑alarm, HVAC), irrigation system installation, landscaping, signage, and site furnishings. The contract is structured as a base‑bid with an optional additional scope for extra gravesite sections.
• Massive civil‑engineering tasks: grading, erosion control, utility relocation, and concrete crypt construction.
• Specialty trades required: masonry, structural steel, HVAC, plumbing, electrical, low‑voltage/technology, fire‑alarm, and irrigation.
• Mandatory compliance with VA specifications, VA‑approved standards (IBC 2024, ASCE 7‑22, ADA, historic preservation), and Davis‑Bacon prevailing‑wage rules.
