The Federal Bureau of Prisons (BOP) is issuing a Firm‑Fixed‑Price IDIQ RFP for Residential Reentry Center (RRC) services and Home Confinement placements in ten Tennessee counties. The contract will provide in‑house RRC beds (minimum 14 beds, up to 35) and home confinement placements (minimum 10, up to 25) for male and female federal offenders. The award is intended for a single provider to deliver both services under a one‑year base period with four optional one‑year extensions. Performance must follow the BOP “Residential Reentry Center, March 2022” Statement of Work, covering administration, personnel, facility, safety, programs, medical, security, and reporting requirements. The contractor must staff at least 70 % of the work directly, limit subcontracting to 30 %, and comply with extensive training, monitoring, and documentation obligations.
