Description

The City of Omaha (in partnership with Douglas County) is issuing a competitive bid for comprehensive laboratory analysis services covering wastewater, stormwater, surface water, biosolids, soil, and compost samples. The scope includes quantitative testing for a wide array of metals, nutrients, organic compounds, pathogens, and other environmental parameters across dozens of individual line items. Bidders must submit detailed pricing for each test, provide required bid bonds or acceptable substitutes, and comply with state‑approved insurance, employee classification, and Small Business Enterprise certifications. The contract will likely be awarded to a qualified environmental testing laboratory capable of handling high sample volumes and delivering results in accordance with EPA and state methods. • Perform metal analyses (e.g., Cd, Cr, Cu, Pb, Ni, Zn, etc.) on wastewater, biosolids, soil, and compost samples. • Conduct nutrient and organic compound testing (e.g., nitrate, ammonia, VOCs, pesticides, petroleum hydrocarbons). • Provide microbiological testing (E. coli, total coliform). • Supply sample preparation services (digestion, filtration). • Deliver results for over 70 distinct test line items with quantities ranging from single digits to several hundred samples. • Meet bid‑bond, insurance, and SEB certification requirements; performance bond required upon award.

Budget estimate

$200,000 – $500,000

Based on the extensive list of test items (over 70 line items) and the quantities (ranging from a few to several hundred samples per test), a full‑service environmental lab could expect a contract value between $200,000 and $500,000. The low end assumes modest per‑sample pricing and a limited number of high‑cost analyses (e.g., VOCs, metals). The high end reflects premium rates for specialized EPA methods, large sample volumes, and the inclusion of performance‑bond and insurance costs. Factors influencing the final amount include the lab’s pricing structure, the actual number of samples submitted, and any negotiated discounts for volume.
