Request for Proposals - Animal Services Operational Assessment

The City of Salina seeks a qualified consulting firm to conduct a comprehensive operational assessment of its municipal animal shelter. The consultant will evaluate facilities, processes, animal care, community outreach, volunteer programs, finances, data management, leadership, and veterinary services, then deliver a detailed report with prioritized, cost‑estimated recommendations and a presentation to city leadership. • Assess physical facility, animal flow, safety, ADA compliance, and capital needs. • Review shelter operations, intake, adoption, euthanasia, and veterinary protocols. • Analyze finance, budgeting, fee structures, and grant opportunities. • Provide data‑driven KPIs, reporting practices, and recommendations with implementation timelines and cost estimates. • Deliver written report, executive summary, and stakeholder presentation by June 1 2026.
