The State of Missouri, through its Department of Commerce and Insurance, is seeking a qualified contractor to deliver statewide Medicare and health‑insurance information, counseling, and assistance services under the SHIP, MIPPA, and BEC grant programs. The contractor must manage a central supervisory structure, recruit and train at least 200 volunteers, coordinate with community partners, ensure compliance with federal and state regulations, submit monthly data to ACL, and operate a toll‑free hotline and website. The contract runs through June 30 2027 and is a preferred‑use, non‑exclusive agreement; the State does not guarantee usage volume.
• Provide comprehensive Medicare, Medicaid, Medigap, LIS, MSP, and related benefit counseling to Missouri beneficiaries
• Recruit, train, and supervise a minimum of 200 volunteers distributed statewide
• Maintain a central statewide supervisory structure and a single point of contact (Statewide Program Director)
• Submit required data monthly to the ACL SHIP Data System and comply with all HHS, 2 CFR 200, and ACL security policies
• Coordinate outreach with DHSS, DSS, DMH, and other state agencies and community partners
• Operate a toll‑free hotline and maintain the Missouri SHIP website
• Manage grant funds (approximately $1.26 M total) and prepare annual budgets and reports
• Ensure accessibility for all Medicare beneficiaries, including those with disabilities or language barriers
