RFQ Engineering Services - Henderson Road Bridge

The City of Presque Isle is seeking an engineering consultant to design a new bridge crossing over Williams Brook on Henderson Road. The scope includes preparing preliminary and final design reports, conducting surveys and geotechnical investigations, performing load rating and scour analyses, producing construction‑ready plans and specifications, estimating costs at key milestones, coordinating utilities, securing environmental permits, and delivering a benefit‑cost analysis to satisfy MEMA BRIC grant requirements. All design work must comply with the latest MaineDOT Bridge Design Guide, Standard Specifications, and Standard Details, and the consultant must be pre‑qualified under MaineDOT Service #203.00. • Deliver a Preliminary Design Report (PDR) and a 75 % design “Plan Impacts” package, followed by full PS&E documents. • Conduct field surveys, geotechnical and stream assessments, and obtain the required USACE permit. • Provide milestone‑based cost estimates and a benefit‑cost analysis for the MEMA grant, while managing utility coordination and quality‑control reviews at 50 % and 95 % design completion.
