Description

The City of Hastings is soliciting a fixed‑price contract to perform a comprehensive hydrogeological investigation supporting the north‑expansion of its municipal solid‑waste landfill. The contractor must execute soil borings, install monitoring wells and methane‑monitoring probes, conduct in‑situ permeability testing, perform laboratory analyses (grain‑size, Atterberg limits, permeability, porosity), carry out quarterly groundwater‑level monitoring for one year, complete a background groundwater‑quality sampling event, and deliver a detailed soils and hydrogeologic characterization report. All work must comply with Nebraska Title 178 well‑drilling regulations, environmental statutes, and city safety and insurance requirements. • 7 soil borings (up to 140 ft deep) plus installation of two new monitoring wells and two methane probes. • Laboratory testing of up to 20 samples per test type and four slug‑out permeability tests. • Quarterly water‑level monitoring at 24 wells and a final reporting phase concluding March‑April 2027. • Mandatory bid bond (5 % of bid) and 100 % performance bond, with required insurance and E‑Verify compliance.

Budget estimate

$250,000 – $500,000

The solicitation does not disclose a contract ceiling, but similar municipal landfill hydrogeologic investigations typically range from $250,000 to $500,000 depending on site complexity, number of borings, lab testing volume, and monitoring duration. Considering seven deep borings, two monitoring wells, two methane probes, extensive lab work, quarterly monitoring for a year, and a comprehensive final report, a realistic estimate falls in the mid‑hundreds‑of‑thousands.
