NOCS Beer Beverage Concession Operator

The City of Elgin is seeking a concessionaire to provide beer concession services for the Nightmare on Chicago Street (NOCS) festival, scheduled to take place on October 16-17, 2026. The selected vendor will be responsible for providing beer concession services for multiple vending locations, including a possible VIP vending location. The proposal should include a plan for BASSET certification, staffing, electrical strategy, and supply list. The city will provide some equipment and services, such as pop-up tents, tables, and chairs, as well as access to power and site security. The vendor will be required to provide all necessary materials, supplies, and equipment to operate the beer concessions efficiently and effectively. • The festival is expected to attract over 20,000 attendees. • The vendor will be required to provide a minimum of 8-10 BASSET certified servers at the vending locations per day. • The vendor will be required to provide a minimum of 2-6 points of sale at each vending location per day. • The city will provide up to two 10’x10’ pop-up tents and up to eight 6’ tables for the vending area. • The city will provide access to power in the event zone as it applies and upon specific request. • The vendor will be required to provide adequate bar back staffing based on anticipated attendance.
