Description

The South Coast Air Quality Management District is seeking to establish a three‑year, pre‑qualified vendor list for agencies that can provide temporary workers on an as‑needed basis across four functional categories: office/clerical, field/technical, laboratory support, and information technology. Agencies will submit a cost‑focused proposal that includes category‑specific markup percentages, a fixed 20 % payrolling markup, and certification that rates will not increase during the contract term. Successful vendors will be placed on a pre‑qualified list effective July 1 2026 and may be called upon for limited‑term assignments throughout the July 2026 – June 2029 period. • Four sealed copies of the full response must be submitted by 2:00 p.m. PT on April 7 2026. • Evaluation criteria: responsiveness (30 pts), qualifications (40 pts), and cost (30 pts) with a minimum 75‑point threshold for “Standardized Services.” • Preference points are available for small business, DVBE, local business, zero‑/near‑zero‑emission vehicle use, off‑peak deliveries, and most‑favored‑customer status (up to 15 %). • Required insurance: Workers’ Comp and $1 M general liability (additional insured).

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed, but the District will pay agencies based on hourly bill rates that include category‑specific mark‑ups plus a fixed 20 % payrolling markup. Assuming an average bill rate of $45‑$80 per hour and an estimated 10,000‑30,000 worker‑hours per year over three years, total spend could range from roughly $500,000 to $2,000,000 for a mid‑size staffing firm. Larger firms with broader category coverage could exceed $2 M, while niche providers might be on the lower end.
