Circuit Rider

The State of Hawaii’s Department of Health, Safe Drinking Water Branch, seeks a qualified contractor to operate a “Circuit Rider” program that delivers hands‑on technical assistance to small public water systems (≤10,000 people) across the islands. The contractor will act as a mobile expert, providing a hotline, on‑site coaching, action‑plan development, grant‑writing support, and program marketing. The effort is a three‑year contract (with two optional one‑year extensions) beginning February 1 2027, requiring a minimum of 600 technical‑assistance contact hours annually and regular reporting to SDWB. • Deliver direct technical assistance to up to 5 priority small water systems at a time. • Operate a hotline/email service for immediate operator queries. • Develop, review, and obtain SDWB approval for system action plans. • Assist operators with grant/loan identification, application, and administration. • Produce quarterly progress reports and a final end‑of‑contract performance report. • Provide marketing materials, conduct at least three industry conference presentations, and log ≥600 contact hours per year (including peer‑to‑peer activities). • Maintain compliance with state, EPA, and labor regulations; be prepared for possible extensions or early termination.
