Description

The City of Toledo’s Division of Code Compliance is issuing an RFQ to create a qualified‑vendor pool for vehicle towing, removal, storage, and disposal services supporting its nuisance‑abatement program. Contractors must be licensed, carry the required insurance, comply with living‑wage statutes, and be able to respond quickly to a variety of towing scenarios, including emergency, locked, or oversized vehicles. The contract will be for up to one year with no guaranteed minimum volume; work will be assigned on an as‑needed basis. • Services include standard passenger‑vehicle towing, light‑truck/van towing, winch, dolly, flat‑bed, motorcycle, trailer, RV, boat, dumpster, and oversized‑item removal, plus secure storage and disposal. • Contractors must submit a line‑item price schedule, bid guaranty (bond or certified check), and required city, annual, and project paperwork through PlanetBids by 1:30 PM on 8 Sept 2026. • Mandatory qualifications: current City of Toledo towing license, $1 M commercial general liability (additional insured), workers’ compensation, EEO, debarment certification, and a living‑wage affidavit (updated by Feb 1). • Response times: emergency tows within 30 minutes, urgent tows same day, routine tows within 2 business days; detailed documentation must be provided within 24 hours of each removal. • Contract term is one year with a 30‑day payment window after invoice acceptance; liquidated damages apply for defaults.

Budget estimate

$200,000 – $500,000

Based on typical municipal towing rates (e.g., $100‑$250 per tow plus storage fees) and the fact that the city may issue dozens to hundreds of tows annually, the annual contract value is likely to fall between $200,000 and $500,000. This range accounts for equipment, labor, insurance, and administrative costs, while allowing for variability in the volume of nuisance‑abatement calls.
