Description

The Idaho Department of Juvenile Corrections (IDJC) is seeking a qualified contractor to provide ongoing grounds‑maintenance and snow‑removal services at its three facilities (Lewiston, Nampa, and Saint Anthony). The work includes weekly interior weed trimming, bi‑weekly fence‑perimeter mowing, seasonal tree and shrub pruning, debris removal, herbicide/fertilizer applications, and hourly‑rate snow removal/de‑icing when snowfall reaches two inches. Mowing at the Nampa site is excluded (performed by facility staff). The contractor must submit an hourly rate for snow‑related work and estimate total annual hours. All insurance, licensing, background‑check, and “no on‑site storage” requirements apply. Bids are submitted electronically via the Idaho IPRO portal. • Weekly interior weed trimming; monthly exterior fence‑line trimming near the freeway. • Seasonal pruning of trees/shrubs, debris removal, and two‑to‑three herbicide/fertilizer applications per year. • Snow removal and de‑icing/sanding charged on an hourly basis; contractor must have equipment capable of opening entry roadways and must clear snow within 5 hours of arrival. • Contractor must provide required insurance (CGL, auto, workers’ comp), name the State as additional insured, and ensure all personnel pass background checks.

Budget estimate

$250,000 – $850,000

The contract covers three facilities with weekly and monthly landscaping tasks plus hourly snow‑removal services. Assuming an average hourly rate of $80 for snow work, 1,200 snow‑removal hours per year (typical for Idaho winters) yields ~$96,000. Adding regular grounds‑maintenance labor, chemicals, equipment depreciation, and overhead could range from $200,000 to $600,000 annually. Over a potential five‑year term, total contract value could be roughly $1 million to $3 million, so the contractor’s annual earnings are estimated between $250k and $850k depending on actual snow‑hour usage and service frequency.
