California’s Department of Human Resources is soliciting bids to provide statewide Substance‑Abuse‑Professional (SAP) referral services to all state agencies. The contractor will evaluate employees who test positive for drugs/alcohol, prepare reports, coordinate follow‑up testing, maintain confidentiality, and may provide expert testimony.
