American Express Credit Card Services - Sole Source ABC Stores

The Alabama ABC Board is seeking sole source credit American Express card services. A successful response must include the Supplier Sole Source Letter, which should name the product/service, provide a description, and list what is unique about the service/product being provided, and truthfully state that no other supplier can provide the services/product. The requested services include unlimited corporate purchasing card transactions, prepaid/stored value card transactions, debit card unregulated transactions, and debit card regulated transactions for the time period of FY2026 (October 1, 2025 - September 30, 2026). • The supplier must be registered in Alabama Buys and should log into the solicitation at the Public Solicitation site prior to the close date and time. • The supplier should submit responses electronically through Alabama Buys. • The supplier must agree to furnish each item or service offered at the price quoted and comply with all terms and conditions contained within this solicitation. • The supplier must not be barred from bidding or entering into a contract and must certify that they are in full compliance with Section 41-4-142 of the Code of Alabama 1975. • The supplier must provide written proof of qualifications, including manufacturer's reseller authorization, professional licenses, and certificates of insurance, if requested. • The State of Alabama reserves the right to conduct analysis based on cost realism and/or price reasonableness for any or all bids. • The supplier must accept multiple forms of electronic payment at no additional cost to the State. • The supplier must comply with all applicable laws and regulations, including those related to sales tax exemption, foreign corporation registration, and conflict of law.
